Key Messages Situation Overview Türkiye continues hosting the largest population in need of international protection, covering foreigners registered as international protection applicants, those with international protection statuses and Syrians under temporary protection, while at the same time, since late 2024 developments in Syria have brought voluntary, safe, dignified, and orderly returns into greater focus as a key potential pathway towards durable solutions. The Government of Türkiye (GoT) continues to demonstrate strong leadership in maintaining international protection space for Syrians under temporary protection, including through reaffirming its commitment to voluntary, safe, dignified and orderly returns. Increasingly, given the movement dynamics, support for transportation within Türkiye is increasingly being provided to individuals who meet the SSN and C-SSN criteria and wish to voluntarily return to Syria, as well as targeted assistance for those with specific needs who want to return. In addition, legal counselling and legal aid services are offered to individuals who face legal barriers to voluntary return. Subject to additional funding, the target group could be expanded, and the effective continuation and scaling up of these activities would contribute to a more coherent and comprehensive implementation of the process. Protection safeguards remain in place, including through observation of voluntary return procedures. In 2026, not all Syrians under temporary protection may be able to undertake voluntary return, where humanitarian, protection, and resilience needs persist for many.
