KUALA LUMPUR – The road through Kampung Simah in Malaysia’s northeastern state of Kelantan cuts past paddy fields and clusters of village homes. After dark, the steady stream of vehicles is one of the few sounds in the quiet village as large stretches of the route remain unlit.
