World: UNDAC Developing Countries Mission Account - Concept Note 2026

Introduction The Humanitarian Reset was initiated in 2025 by the IASC and launched by Emergency Relief Coordinator Tom Fletcher to overhaul the global aid system, in response to severe funding cuts, record needs, and crises of legitimacy. To maintain response readiness of UNDAC as a rapid response coordination mechanism of the UN, OCHA needs to maintain and build strong partnerships, seek predictable and flexible funding. At the last UNDAC Advisory Board (AB) meeting in March 2025, OCHA asked member countries for (more) flexible use of the mission accounts, e.g. for supporting also UNDAC partners and UNDAC/OCHA staff. Several member countries responded positively to this, also evidenced by them allowing the use of travel for OCHA staff to the Induction course and missions. One of the specific recommendations from the meeting was to repurpose and promote the UNDAC “Developing Countries Mission Account” to allow for greater flexibility by having member countries contribute to this account. Several member countries have since indicated they could support this but would need more information. This concept note provides information as an additional option for Member States to support OCHA and the UNDAC network.
