Terminology alignment is important for cluster members to have a unified approach to shelter needs and to accurately communicate the response being undertaken in Gaza under ongoing access and market constraints. The terminology specified in this document is defined for Gaza’s context and may differ to some extent for other locations. The below descriptions have been reviewed by TSA TWG members and Gaza Shelter SAG to provide consistency and alignment across humanitarian and development actors working in the Gaza shelter response. It is recommended that partners include harmonized terminology in their program proposals and implementation. All stakeholders including partners, clusters, OCHA, donors, HCT members, and all agency functions must consistently apply the agreed terminology to ensure coherent planning, accurate reporting, aligned messaging, and a unified shelter response in Gaza
