Ronald “Bato” dela Rosa, who once dared the International Criminal Court (ICC) to arrest him over the previous administration’s war on drugs, has faced backlash since he resurfaced — not to surrender, but to help elect a new Senate leader and, eventually, seek protection from arrest.
