CEBU CITY, Philippines — A Cebu City resident was among the five alleged members of the Communist New People’s Army (NPA) killed during a series of armed encounters with government troops in Cauayan, Negros Occidental, on Saturday, May 16, according to reports released by the Philippine Army and the 302nd Infantry Brigade. Military reports identified the fatality as Francis Vince Dingding y Yncierto, who was reportedly from Barangay Capitol Site, Cebu City, and was identified by the military as a former political instructor of the Southeast Front-D, Komiteng Rehiyon-Negros from 2022 to 2024.
