oPt: Beyond the Crisis: Palestinian Women Leading Recovery, Reconstruction and Peacebuilding

Over the past two-years and beyond, the war in Gaza has inflicted devastating harm on women and girls, exacerbating long-standing gender inequalities and creating gender-specific vulnerabilities. Women’s health, wellbeing, safety, and protection have been severely compromised, freedom of movement curtailed, access to food, water, sanitation, and essential services restricted, and their political, economic, and social rights systematically undermined. The Gaza ceasefire of 10 October 2025, backed by international diplomatic efforts and United Nations (UN) Security Council Resolution 2803 of 17 November 2025, presented an opportunity to cease hostilities and assess prospects for Gaza’s recovery and reconstruction. In Gaza, where all population groups have been profoundly affected by violence, loss, and displacement, all recovery, reconstruction, and peacebuilding efforts must be nationally led and grounded in the lived experiences of Palestinian women, men, girls, and boys, including those with disabilities. The principles of UN Security Council Resolution 1325 (2000) on Women, Peace and Security, and its subsequent resolutions, provide a critical framework for the Palestinian context. Its call for women's full and equal participation across all stages of conflict prevention, relief, recovery, and peacebuilding is not only relevant, but also essential. Guided by the Women, Peace and Security agenda, recovery and reconstruction must adopt a gender-transformative approach that addresses the root causes of conflict, challenges structural injustices, upholds human rights, prevents violence, and ensures equitable access to and control over resources.
