This SWOT analysis is intended to inform the development of the 2026-2027 Inter-Agency PSEA Action Plan.The analysis adopts a strategic lens appropriate for senior leadership and governance bodies, emphasising systemic patterns over operational details whilst integrating quantitative evidence and stakeholder testimony to illustrate key findings. The analysis covers both systemic and operational dimensions—from coordination structures and Policy frameworks to field-level implementation and community engagement—in order to identify what is working, what requires strengthening, what opportunities exist for advancement, and what threats must be mitigated. The geographical scope encompasses the eighteen States of Sudan, though it is acknowledged that evidence collection has been significantly constrained by access limitations in conflict-affected areas, particularly in Darfur, Kordofan, and parts of Khartoum State. The temporal scope focuses on 2024–2025, with particular attention to developments following the April 2023 conflict onset and the subsequent reconfiguration of humanitarian operations. The institutional scope covers the UN system,international non-Governmental organisations, national NGOs, and Government counterparts engaged in PSEA coordination and implementation through the Sudan PSEA Network and related mechanisms.
