MANILA, Philippines — There’s a clear statutory pathway for the Philippine government to implement the arrest warrant issued by the International Criminal Court (ICC) against Sen. Ronald “Bato” dela Rosa. “Under RA 9851, we may surrender a suspected or arrested person in the Philippines to the appropriate international court or tribunal. The other mode is extradition,” Atty. Polo Martinez, spokesperson of the Department of Justice (DOJ), told reporters on Wednesday.
