MANILA, Philippines — A nationwide association representing more than 53,000 Department of Health (DOH) workers has expressed its “full, unwavering, and unequivocal support” for Health Secretary Teodoro Herbosa, who is facing complaints over alleged conflict of interest, “bid rigging,” and P1.5 billion worth of expired medicines and vaccines.
