KUALA LUMPUR: Former health minister Datuk Dr Zaliha Mustafa has defended her 2023 decision to remove liquid nicotine from the Poisons Act 1952, saying the move paved the way to fill a legal gap and bring the multibillion-ringgit vape industry out of the black market.
