Ukrainian ombudsman says 1,000-for-1,000 prisoner exchange stalled because of Russia's stance

Dmytro Lubinets, Ukraine's Parliamentary Commissioner for Human Rights, says Kyiv has submitted all lists for the planned prisoner swap, while Russia is delaying the process and attempting to shift blame onto Ukraine.
