MANILA, Philippines—The Supreme Court has ruled that nonverbal gestures, as long as proven to be done with an intent to commit an offense, is a criminal act under the law. The high tribunal clarified that committing grave threats under the Revised Penal Code (RPC) was clarified in a Nov. 19, 2025, decision of its Third Division, released on Friday.
