INGO Forum Reactive Statement on Sudan IPC Findings

The Integrated Food Security Phase Classification Partnership (IPC) alerts today of the risk of famine in 14 areas in North Darfur, South Darfur, and South Kordofan in Sudan. This follows previous confirmations of famine in Kadugli and El Fasher, with high likelihood in Dilling, last November, and alerts in February for Um Baru and Kernoi localities. The Sudan INGO Forum cautions against any interpretation that famine has been averted in Sudan, warning that ongoing fighting, continued siege-like tactics, and obstructions of aid delivery make such conclusions premature, especially in light of the limited data available to the IPC to establish projections. Active hostilities, including frequent drone attacks, continue across large parts of the Darfur and Kordofan regions, alongside Blue Nile. Farmland remains damaged or inaccessible due to fighting; insecurity and administrative barriers prevent traders and humanitarian personnel from transporting food; and markets continue to be attacked while facing high price instability. Many communities remain effectively cut off from food, markets, healthcare and nutrition services, with some families in the worst-affected areas surviving on one meal a day or less . At the same time, the humanitarian response remains severely underfunded. Despite the pledges announced in Berlin last month during the three-year mark conference, funding levels are still insufficient to meet the needs in Sudan.
