MANILA, Philippines—The House of Representatives approved on final reading a bill guaranteeing the right to access information on Tuesday, putting the measure on track to becoming a law amid pressure to boost state transparency following a multibillion-peso graft scandal. Lawmakers overwhelmingly approved House Bill No. 9397 after securing 284 votes, advancing it to bicameral talks to reconcile differences in the Senate and House’s versions of the freedom of information (FOI) measure.
