Key Updates / Developments – Cash Coordination Team ● The Emergency MPCA guidelines were finalized through a consultative process and endorsed by the Cash Working Group core group. These guidelines establish a harmonized framework for rapid and coordinated emergency cash responses, covering activation triggers, targeting, complementarity, coordination, accountability, and reporting. However, the emergency expenditure basket remains pending further technical refinement, particularly to better reflect displacement-related costs, and is expected to be finalized in early June. ● The Flash Appeal is being extended from June to August in response to continued humanitarian needs and an unstable operational context. Multipurpose cash remains the primary response modality under the extension, complemented by sectoral cash interventions. Transfer values are maintained at current levels and aligned with national systems, while the response is transitioning from blanket coverage to a prioritized approach due to funding constraints. Households outside collective shelters remain the primary focus for EMPCA, with assistance provided equitably across all nationalities. ● Updates on reporting systems emphasized the importance of timely and complete partner reporting across both regular and emergency cash interventions. While dashboards and tools are operational, gaps remain in data submission, including incomplete reporting of SRSNrelated activities. Strengthening reporting compliance is essential to improve coordination, visibility, and evidence-based advocacy. ● Funding analysis shows a critical shortfall under the Lebanon Response Plan, with only a small proportion of required resources secured.
