DENR tightens crackdown on environmental violations with new standards

MANILA, Philippines – The Department of Environment and Natural Resources (DENR) on Thursday unveiled a major reform in enforcing environmental laws by adopting a new national standard for investigating, arresting, and preparing cases involving environmental offenses. Known formally as the Environment and Natural Resources Law Enforcement Manual of Operations (ELEMO), the manual will serve as the DENR’s main guide for enforcement activities, covering procedures from surveillance and operational planning to arrests, confiscations, evidence management, and prosecution.
