MANILA, Philippines — Senate Sergeant-at-Arms Mao Aplasca was the first to fire, which was meant as a warning shot, at a National Bureau of Investigation agent who was at the premises of the Government Service Insurance System, prompting the latter to fire back, Palace Press Officer Claire Castro said Thursday. She said this during a briefing the day following the gunfire and chaos that ensued at the Senate compound.
