City council penalises driver caught on video littering at Magazine Road Ghaut

GEORGE TOWN: The Penang Island City council (MBPP) has issued a compound notice to the owner of a vehicle caught on video allegedly throwing rubbish from a moving car at Magazine Road Ghaut.
