Nigeria — Solutions and Mobility Index Round 1 — Benue State (August 2025)

The state government under the internal displacement solutions fund (IDSF) project launched the Solutions and mobility Index (SMI) in 2025 to evaluate the stability of areas hosting returnees or displaced populations in Agatu, Apa, Buruku, Gboko, Guma, Gwer East, Gwer West, Katsina-Ala, Konshisha, Kwande, Logo, Makurdi, Obi, Tarka, Ukum, Ushongo and Vandeikya LGAs of Benue State. The SMI seeks to understand factors influencing a location's stability to identify priority interventions for transition and recovery, to strengthen the resilience and stability in this conflict and displacement-affected region. The SMI measures perceptions of stability and analyzes factors having a larger impact on the decisions of populations to remain in place or move. The tool is implemented in the Benue State to enable governmental authorities and partners to develop better strategies and to prioritize resources that link humanitarian, recovery, and stabilization approaches. This report presents results of the analysis of the data collected on Solutions and Mobility Index Round I conducted in Nigeria’s Benue State in August 2025.
