MANILA, Philippines—Amending the rules of the Senate to allow virtual participation by its members would favor law enforcers tracking Sen. Ronald “Bato” dela Rosa, according to Sen. Panfilo Lacson. Dela Rosa is wanted by the International Criminal Court (ICC) over his role as then police chief in the Duterte administration’s war on illegal drugs.
