Ranked as the most fragile country in the world, according to the 2024 Fragile States Index, Somalia continues to face a complex and protracted crisis driven by conflict, political instability and recurrent climate shocks. High levels of acute food insecurity persist, livelihoods have been severely eroded and displacement remains large-scale and protracted. Agriculture is central to Somalia’s economy, contributing 40 percent of gross domestic product and over half of export earnings, but the sector is increasingly strained by climate variability and structural challenges. Through its Emergency and Resilience Plan 2026–2028, the Food and Agriculture Organization of the United Nations (FAO) aims to reach 3.63 million people and requires USD 278 million to ensure vulnerable households receive targeted support before, during and after crises. Through evidence-based and shock-responsive programmes, FAO will work with local partners to boost agricultural, livestock and fisheries production, improve water infrastructure and market access, and integrate disaster risk reduction and anticipatory action to improve food security, livelihoods and nutrition among rural households.
