Clavano: Romualdez may have 'functional control' over flood budget panel
MANILA, Philippines — In the spirit of command responsibility, former House Speaker Leyte Rep. Martin Romualdez may have “functional control” over the Committee on Appropriations, which is now linked to alleged anomalies in flood control projects, Assistant Ombudsman Jose Dominic “Mico” Clavano IV said Thursday.
