This guide offers concise practical guidance on planning, implementing and following up on a migration profile (MP) process in a particular country. It is designed primarily for profiles carried out with IOM technical support, which means it includes IOM-specific processes and references. However, it can also be useful to anyone working on or interested in MPs. This guide builds upon years of experience from the IOM Research Unit in supporting country offices in the development of MPs. It situates the guidance within the current global migration and development policy landscape and aims to reflect the most helpful lessons learned, tips and strategies, main challenges, and innovative examples from the experience of IOM working with governments around the world since its first MP guidance was released 15 years ago. Part 1 of this document provides guidance on the MP process, while Part 2 offers a starting point for developing a nationally tailored report template and data indicators. The concept of an MP has evolved over the years, from a brief statistical snapshot of migration trends to a much more comprehensive process. A hallmark of today’s MP is that it serves not only as an in-depth report, but also as a process that strengthens migration data systems, promotes whole-of-government and whole-of-society approaches to migration governance, and enhances tools for evidence-based policymaking.
