MANILA, Philippines — The House of Representatives on Tuesday passed on final reading a bill declaring Sept. 11 a special non-working holiday to mark the birth anniversary of former President Ferdinand Marcos Sr., the dictator whose two-decade rule left the country in economic and political disarray.
